I have:
Recon 5 and all related skills that are vital to the falcon to 5. I can perma jam anything in the game, including nasty carriers 
I can also fly small minmatar and caldari t2 ships like the crow and and the jaguar.
Good sec status - can enter any system in the game, positive wallet. I can also fly the onyx, and in four days use the warp disruption generator. Lastly, I am an ace at the Cerberus.

Everytime I activated a racial jammer on a carrier the sucker was jammed for the duration of the fight, which ranged from 30 seconds to a few minutes. With rigs and skills it is possible to perm jam a carrier. Sometimes it is the luck of the draw, but with this toon it is much wasier to do so. But then again, EW is a bit random.

The character lacks some targeting skills, as falcon pilot must be able to manage all 10 targets and switch between them instanly. Also he may need some thermodynamics skills. But all this can be done in a week, so really good char here. I'm quite curious why interest is so low on this character :)
I am not quite sure either, but as you said, the defects you noted can be trained in a week. All the really tedious training has been done. Thank you for the bump, and he is still for sale!
